This ambitious project, with a value of $22 billion, is divided into six distinct packages. The Dubai Municipality has prequalified engineering, procurement, and construction (EPC) companies, as well as investment and operations and maintenance (O&M) partners, to bid on contracts for four of these packages. The project aims to transform Dubai’s current sewerage system from a pumping-based system to a conventional gravity-based system.
The current plan divides the project into six packages, which will be tendered as public-private partnerships (PPP) with concession periods ranging from 25 to 35 years.
The first package, J1, includes the tunnels in the Jebel Ali (North) area and the terminal pumping stations (TPS). The tunnels will be approximately 42 kilometers long, with the links measuring around 10 kilometers.
The second package, J2, covers the southern section of the Jebel Ali tunnels, with a length of 16 km and links extending 46 km.
The third package, W of Warsan, includes 16 km of tunnels, TPS, and 46 km of links.
The fourth package, J3, consists of 129 km of links.
Packages J1, J2, and W will be awarded under a design-build-finance-operate-maintain model with concession periods of 25 to 35 years. In contrast, J3 will be awarded under a design-build-finance model with concession periods of 25 to 35 years, with operations handled by the Dubai Municipality. The first three packages will have their operations and maintenance carried out by the winning PPP contractors.

Packages J1, J2, W, and J3 will include the deep sewer tunnels, the links, and the TPS components (TLT) of the overall project.
